Both options are interesting.
I'm not a fan of the rotating maps, but more pokemons means more choices, and time to build proper teams for whatever challenges that might come.
Having a prestige cap means that leveling is not important, and strategy comes into play.
Which I think is the way to go, since it will also give you time to implement items and fix some bugs with pokemon moves.
Option 2 makes more sense to me overall.
